You are absolutely right. Most people assume banks are private institutions when they are actually private-public partnerships; therefore most of what they do has the blessing of the state directly or indirectly. The Wikileaks incident was a precursor of things to come but most either weren't paying attention then or couldn't be bothered to take such cases seriously even now. Until it happens to them.
